We are looking for a detail-oriented key contributor to Embark's growing Public Policy Team, which advocates for policies that enable the safe and timely deployment of Level 4 automated freight trucking. You will have a unique opportunity to help shape the future of self-driving trucks, solving leading-edge policy and regulatory challenges that will dramatically impact the $700+ billion freight trucking industry.

The Public Policy Manager will report directly to the Head of Public Policy and be responsible for Embark’s state policy and regulatory engagement, with an initial emphasis on California. You will also contribute to a wide range of central policy development functions, including leading key national cross- functional policy initiatives. The Public Policy Manager will work closely with Embark's Legal Team, Safety Team, Operations Team, Engineering Team, as well as other Embark teams as needed.

Responsibilities

  • Work closely with industry groups, legislators, and regulators to advocate for state policies that support the safe and timely testing and commercial deployment of Level 4 automated freight trucking.
  • Own and lead key discrete special projects within the Public Policy Team, including developing project implementation strategies, working across internal teams, defining deliverables and timelines, and representing projects to government stakeholders.
  • Educate legislators and regulators on Embark’s technology, deployment model, and benefits.
  • Represent Embark at external conferences, working groups, and roundtables.
  • Draft proposed regulatory and legislative language and public comments. Provide policy analysis and recommendations on existing and proposed regulation and legislation to help achieve Embark’s policy goals.
  • Collaborate and serve as key point-of-contact to Embark's Legal Team on work areas of shared interest and responsibility between Legal and Public Policy.

Your experience should include:

  • 8-12 years of work experience, including working for Congress, a state legislature, a regulatory agency and/or experience in a private sector company or consultancy on relevant legislative or regulatory issues.
  • Familiarity with the legislative and rulemaking process at the state and federal levels.
  • Proven track record of building honest, trusting relationships with stakeholders to successfully advocate for policy goals.
  • Ability to understand technical information and convey it effectively and accurately to non-technical audiences.Demonstrated commitment to honesty and speaking truth to power.

Your experience could include:

  • A JD or a Masters degree in a relevant field such as public policy, public administration, transportation planning, or engineering. First hand experience participating in a state or federal legislative or rulemaking process (from either the public or private sector perspective)
  • Experience working on a political or issue campaign at the state or national level
  • Experience in the self-driving industry and/or the trucking industry, including familiarity with relevant standards and regulations (FMVSS, FMCSR, SAE J3016, and/or the California DMV AV regulations)
